Washington Senate Democrats Unveil Green Jobs Proposal

Last week the State Senate Democrats unveiled a package of proposed laws to boost energy efficiency and create "green jobs" in a plan called "Clean Energy, Green Jobs".  According to the AP, in an article in the Olympian, they propose to use $180 from the anticipated federal stimulus package plus some money from the state's construction budget to "green" buildings.  It is one of several aspects of a plan designed to move the state towards less use of fossil fuel while providing more jobs in this bad economic time. 

Additional proposed laws would:

  • "Require the state motor pool to phase in vehicles that have a fuel efficiency rating of at least 36 miles per gallon.
  • Set a goal to reduce state agency greenhouse gas emissions to 1990 levels by the year 2017.
  • Add federal dollars to an existing program that retrofits low-income residents' homes with high-efficiency windows, insulation and weather stripping.
  • Explore the idea of developing a "pay-as-you-go" insurance system, which would set rates based on how many miles a car owner drives.
  • Create multiple tax exemptions for purchases of "green" vehicles, including a 24-month sales tax holiday on hybrid and electric vehicles."
